Stronger collaboration between government organizations (GOs), NGOs, and rural people has long been advocated as a means of enhancing the responsiveness, efficiency, and accountability of GOs and NGOs. This paper reviews the arguments and evidence for specific types of collaboration for sustainable agricultural development, setting it into the context of Korten's (1980) concept of “learning process.” Taking recent examples from Udaipur District in India, it reviews the experiences and potential of collaboration, arguing that, while informal interaction increases and enriches the (...) fabric of pluralist development, certain strategic decisions often require a degree of formality. These include decisions on the development of human resources — here both the users and providers of services. Moreover, human resource development (HRD) must be viewed in the context of the mandates, aspirations, and systems of accountability and rewards of the institutions concerned. These determine whether institutions develop and expand their own human resources or draw upon those of others by collaborating with them. Individuals engaged in these organizations can be more effectively induced to collaborate with others by combinations of flexibility and appropriate reward systems than they can be forced to do so by instructions or commands. Several conclusions follow: decisions to act together are unlikely to progress unless translated into concrete actions; authority to take local-level decisions in GOs needs strengthening if they are to provide the necessary flexibility; and, although collaboration should in principle be built on the comparative advantage of different types of organization, in practice, each will have to incorporate the skills of the other, at least to some level, if they are to communicate effectively. NGOs and GOs must also enhance their understanding of farmers' ability to make demands on external organizations. Edging towards collaboration is a delicate and painstaking process. Only if many of the above conditions are given due priority will early examples have something to offer to the numerous NGOs, GOs and international agencies wishing to learn from them. (shrink)

Dispositional forgiveness is positively associated with many facets of wellbeing and has protective implications against depression and anxiety in adolescents. However, little work has been done to examine neurobiological aspects of forgiveness as they relate to clinical symptoms. In order to better understand the neural mechanisms supporting the protective role of forgiveness in adolescents, the current study examined the middle frontal gyrus, which comprises the majority of the dorsolateral prefrontal cortex and is associated with cognitive regulation, and its relationship to (...) forgiveness and clinical symptoms in a sample of healthy adolescents. In this cross-sectional study, larger MFG volume was significantly associated with higher self-reported dispositional forgiveness scores and lower levels of depressive and anxiety symptoms. Forgiveness mediated the relationship between MFG volume and both depressive and anxiety symptom levels. The mediating role of forgiveness in the relationship between MFG volume and clinical symptoms suggests that one way that cognitive regulation strategies supported by this brain region may improve adolescent mental health is via increasing a capacity for forgiveness. The present study highlights the relevance of forgiveness to neurobiology and their relevance to emotional health in adolescents. Future longitudinal studies should focus on the predictive quality of the relationship between forgiveness, brain volume and clinical symptoms and the effects of forgiveness interventions on these relationships. In lieu of an abstract, here is a brief excerpt of the content:207 THE CARELESS SKEPTIC THE 'PAMPHILIAN' IRONIES IN HUME'S DIALOGUES In "Hume and the Legacy of the Dialogues" E. C. Mossner sets out a widely accepted interpretation of one of Hume's major intentions in that great work. He argues that Hume's main use of irony therein is to dissimulate with respect to his true religious convictions. The purpose is to provide Hume with a defense against the expected negative (...) reaction to the powerful attack on religion mounted 2 in the Dialogues. The attack, as is well known, is set out in the arguments of Philo against natural and revealed religion as espoused by Cleanthes and Demea, and Philo's views are taken to be those of Hume. It is argued or assumed that since such attacks were in Hume's day imprudent, they must be made by indirection, that is, by a device such as irony. Thus the Dialogues have surface meanings in which the religious views under attack are said (by Pamphilus) to win out; they also have other meanings, underlying or implicit, in which the religious views are conclusively refuted. That they are refuted is a conclusion drawn by the interpreters, in the present case Mossner and those who share his views. These destructive refutations are derived from explication and assessment of the ongoing argument as embodied in the explicit statements of the contestants, and are thus not explicitly linked to Hume. In consequence, quite often from one standpoint (a trivial one of external comment by an immature and prejudiced onlooker) the design argument wins; and from another, more sophisticated one, it loses. The upshot is that "Philo, who as Hume's spokesman for mitigated 208 skepticism will perforce be the victor in the philosophic debate, will nevertheless be 'artfully' depicted as being vanquished by the antagonist." The strategy Mossner finds in the Dialogues thus has the youthful Pamphilus, a ward of Cleanthes, and one who takes no actual part in the adversarial discussions, interposing (in brief asides) comments that superficially but subtly belittle Philo's philosophical position. Philo is characterized, for instance, as having a "careless scepticism," in contrast with Cleanthes, who has an "accurate philosophical turn [of mind]" (D 128). Similarly, at the end of the Dialogues, Pamphilus awards the victory to Cleanthes. In support of his thesis that Philo is a devious Hume's mouthpiece, Mossner brings forth two kinds of evidence, roughly characterizable as external and internal. One kind of external evidence is exemplified in Hume's correspondence with Gilbert 4 5 Elliot of Minto, and Adam Smith; the letters involved are interpreted as showing that Philo represents Hume. Another kind involves comparing the amount of space devoted to the arguments of the three adversaries. The internal evidence is derived from the explication and appraisal of the explicit statements of the contestants; and it is essentially identified with the arguments and conclusions of Philo, except where Cleanthes can be said to make claims which square with those made by Hume in other works such as the Treatise. Thus Hume's views and the related arguments are interpreted as those of Philo, in part because they are considered to be more valid and sound than those of Cleanthes, and in part because they are held to square with the views and arguments affirmed in Hume's other writings. Hume's views, as indicated above, are taken to be those of 209 Philo except where Philo appears to agree with Cleanthes and to accept a form of the design argument. Hume is Cleanthes when Cleanthes sets forth doctrines of the Treatise and the Enquiry that are in accordance with the received (more or less) positivistic interpretation of Hume's skepticism. It is this view that requires that in those places in Parts III, X, and XII, where Philo appears to avow a form of the design argument or to let it stand unrefuted, he be (ironically) dissimulating. Philosophical tradition sharply distinguishes the conditions under which belief and action are reasonable. This dissertation examines one attempt to sustain this division, namely, the Humean analysis of practical reasons. The Humean analysis divides practical reasons into end and means. The former concerns what one should pursue as goal. The latter, what one should do to realize one's ends. Humeans argue that end reasons are not subject to the conditions of reasonable belief. Since end reasons pick out what has value for (...) an agent, Humeans contend that what makes life meaningful lies largely outside epistemic criteria. I find that Humeans base this claim on two distinct arguments. Each assumes that end reasons are unfit for epistemic appraisal because they lack some feature owned by psychological states suited to epistemic appraisal. A psychological state is fit for epistemic assessment only if its attitude ascribes a truth value to its content and its content owns a truth value. I examine the first conjunct. Regarding , Humeans argue that all genuine end reasons move their agents and, thus, these reasons are wants or take wants as components, since desire is the only source of agent-motivation. But in desiring that p, one does not ascribe a truth-value to p. Thus, end reasons lie outside epistemic criteria, assuming that only those psychological states whose attitude ascribes a truth value to its content are fit for epistemic assessment. Among those who claim that end reasons are a type of conative psychological state in that all genuine end reasons must move their agents are: R. M. Hare, P. H. Nowell-Smith, Gilbert Harman, Donald Davidson, B. A. O. Williams, and Daniel Dennett. I argue that this appeal to motivation fails by examining when an actor is an agent, finding that these conditions do not require that all genuine end reasons motivate. I add that rational failings, such as weakness of will, strongly suggest that not all genuine end reasons motivate. I conclude that end reasons are best conceived as a type of belief and, thus, these reasons do not lie outside epistemic assessment due to their psychological attitude. (shrink)

“April is the cruelest month, breeding Lilacs out of the dead land, mixing memory and desire… ” So, begins T.S. Eliot’s iconic poem, “The Wasteland,” challenging the memory of Chaucer’s April from Canterbury Tales, as being a delightful month to go on pilgrimage. Platonic teachings emphasize that you don’t create, you just remember. Might the inverse might also be true, “You don’t remember, you just create.” As the oneirocritic, Robert Bosnak, contends, you do not actually remember your dreams. You remember (...) your memory you recreate the dream in this time. Since the challenges of post-modernism, this is no longer a far-fetched idea. The eminent historian of immigration, Deborah Dash Moore, defines history in this regard, as “a search for a plausible narrative.” “History” is not a record of what happened, but rather, is a record of what we believe happened, or what we want to believe happened. This brings to the fore Foucault’s documenting the relationship of knowledge to power, as well as Freud’s assertion that material which is unacceptable to the ego, is disguised, in order to make them palatable. This places the notion of memory in a different light. There are incidents that occurred fifty years ago that seem as if they occurred five minutes ago. The depth psychologist and champion of the imagination, James Hillman, referred to this process as “soul-making.” Back to T.S. Eliot: when he studied Sanskrit at Harvard, he was certainly aware that the Sanskrit word for memory, smara (from which smrti “that which is remembered,” is derived) is also an epithet for Kama Deva, the Indian Cupid. Hence, the mixing of memory and desire. Perhaps, in this light, the study of history, which is a form of collective memory, is also a form of mass therapy, an effort to process the collective past. Hegel and Marx both believed classical India to be an inferior civilization because it had “no history,” but collections of mythologies. Maybe classical India, however, held an awareness that all memory is myth, a word which in its early Greek form literally translates as “plot.” Jesus declares (in the Gospel story) “Let the dead bury the dead.” As the Jesus narrative exemplifies, however, burying the dead is no easy task. Perhaps our ongoing, ever-morphing narratives, allow us an oblique opportunity to connect with and process our pain. And in this theatre of memory, the goal may not be to accumulate or catalogue what has been spoken (itihasa), but look a good miller, to process the grain into its essence: from what has passed, and is passing, and is to come, into what always is. Perhaps, the pilgrimage of the mind, on its endless perigination of story, is meant to ultimately take us to love, but that may be unspeakable.
